Here a summary of the MTC track “Time for Heroes”At the start, one of Samatoki’s subordinates comes into his office to report to him that another family, Kurashishi, had been disbanded. When Samatoki shows displeasure, he gives more context. According to someone he knows from the family, all of the leaders had been arrested under strange circumstances. A large amount of weapons and explosives had been found in an abandoned factory the family normally conducted business in. Samatoki concludes that the fact they were able to smuggle so many weapons into the country meant that Chuuo’s surveillance has become much weaker since Otome stepped down as Prime Minister. The strangest thing, though, is that the Kurashishi does not deal in weapons smuggling and claims to know nothing about the police findings. Samatoki find all of this very suspicious and decides to look into it himself.
Scene change to Jyuto upset at his supervisor’s() decision to move a case (with very suspicious circumstances) from under his jurisdiction to another department. He tells Jyuto to give up on it because it was the Chief’s order and the Chief’s decision is final. Jyuto gives up fighting with him because he won’t be able to change his stance. The supervisor() is glad he has accepted this and then tells him that with that, the Chief would like to talk to him about an important mission they need his help on.
Jyuto goes into to the office to find not only his Chief, but every Chief of every other jurisdiction is there with him. Jyuto asks what this is about. The chief mentions how the Party of Words has become weak and disorganized since Otome stepped down. Jyuto agrees. Due to this, the Chief claims that soon a new government will rise up and take over and the police have a duty to lead the people. Jyuto does not understand where he is going with this. The Chief asks Jyuto, with his fame from participating in the DRB, to become an “agitator”. If he does this, the Chief promises to reserve a high seat for them in the new government. When Jyuto asks him how he is so sure of this inevitable collapse, he says he cannot tell him, making Jyuto suspicious. Jyuto is given a few days to respond. They end their conversation.
Switch to Rio’s colleague, Kubiki, and their recently rescued Major. The Major praises Kubiki after he tells him he is done with “the preparations”. We learn that the Major is completely recovered from the last time he appeared (Block Party DT). Rio arrives to where they are and the Major tells Rio he needs to get an answer from him, as they can’t wait any longer. Rio struggles to give an answer. Kubiki starts to get mad and tells him that they need to act right now while Chuuo is still in chaos. Rio says he understands. Kubiki says that if they don’t do it, any of the other anti-Chuuo group will. Rio says he understands this too. His major tells him true peace can only be achieved through destruction and chaos and they need his help. Rio apologizes to his Major and Kubiki and refuses to offer them help. The Major is resigned and Kubiki is angrier. Rio says he does not think using the weapons they had gathered is the right thing to do nor does he think they can hide them from authorities long enough to complete their mission.
Kubiki grabs Rio and yells at him , calling him naive and that he should know personally how damaging the Party of Words was as a government. Rio, pulling away tells him that if you overtake by force, it would only become a vicious cycle. Rio does not believe true peace can ever be achieved through bloodshed. He says there must be another way. Kubiki accuses Rio of being a traitor and the Major tells Kubiki to stop. The Major then tells Rio that a revolution without bloodshed is a dream, and it is called a dream because dreams aren’t true. Rio doesn’t think that is a reason to give up on the possibility and for him to reconsider. The Major does not back down and laments how this will be the last time he will see him, and tells Kubiki to come along with him. As he is about to leave, the Major warns Rio that if he ever gets in his way on the battlefield from now on forward, he will show him no mercy. Major tells him he hopes they don’t ever meet on the battlefield.
Scene change to Nemu in an office doing paperwork, thinking to herself that she has at least gotten everything somewhat under control, but that it’s only a matter of time before another problem arises. On top of that, she has to make preparations for the next DRB. Otome is still missing. Ichijiku has taken over her work, so she can’t give up. Her thoughts are interrupted and Nemu startles at the sound of her phone ringing. When she picks up, it is none other than Honobono, who asks Nemu if she’s busy. When Nemu questions where she is right now, Honobono tells her it’s a secret. Nemu threatens to find her location. Honobono playfully comments on how cold Nemu is. Tired of dealing with all this, Nemu asks her why she called and Honobono, still playfully, tells her that something bad is going to happen in Chuuo Ward soon and to be careful. When Nemu asks her how she knows this, she skirts around the answer and tells her she’s going to have a lot of work to do and to have fun, then hangs up.
Switch to Jyuto and Samatoki. Samatoki is frustrated at Jyuto for not having more information on the Kurashishi situation but Jyuto tells him that something suspicious is going on in the Police. He then tells him about the incident with the Chief the other day. Samatoki questions if he’s certain and Jyuto says there’s no way to know. Changing the subject, he wonders out loud what Rio needed to talk about with them that he couldn’t over the phone and that whenever he does that, it only ends in trouble. Jyuto laughs at this.
Samatoki announces their presence to Rio and Rio apologizes for calling them over so suddenly. Rio explains the Major’s plan to invade Chuuo Ward with weapons. Samatoki and Rio agree that the Major is thinking about it the wrong way and are against his methods. Jyuto disagrees with the other two, and while he doesn’t like it, conflicts are always only resolved with more conflict and replaced with more conflict and it’s just how life is. There is no way to stop the cycle. Samatoki counters Jyuto’s statement, bringing up the Block Party festival and the sense of unity they all felt. While it was on a small scale, the fact they even managed to come together like that means there is hope they can bring that sense of unity to the world. Jyuto and Rio then agree. Samatoki says the least they can do right now is to stop Rio’s old colleagues.
Jyuto asks Rio when the attack is but Rio says he has no idea, as their communication network has been shut down. His Major was likely withholding the information from him since he had a feeling Rio would refuse to take part. Samatoki asks if that means they won’t be able to do anything until the plan starts a commotion and Rio tells him he does have one clue to work with, which is that they have a large amount of weapons in their possession. Jyuto, upon hearing this, makes the connection and tells Samatoki and Rio that the Kurashishi incident and Rio’s colleagues must be connected. They decide to investigate. Jyuto says he needs to do his own investigations so Samatoki tells him, if he finds anything important, to contact him immediately.
Rio and Samatoki are at a warehouse at the port. Rio is impressed at how fast Samatoki managed to find the location. He says he owes that thanks to the underground but owes a lot to other yakuza groups. Rio stops Samatoki as they’re moving along and points out a truck. Rio tells him to act cautiously and Samatoki agrees. Samatoki then notices that the workers there are moving suspiciously, and according to Rio, like trained soldiers. He also smells oil and explosives from the truck. When it starts to move, they decide to follow the truck to see where it leads.
Change to Jyuto at the police station, investigating. He has deduced that the police superiors most likely have connections with the military. He is looking for proof of this so he can report it to the Chuuo authorities. His investigation is interrupted by the phone ringing. When he answers, it is one of his informants. This informant tells him the police chiefs had clean records but found military connections in their extended family. The informant demands that he get a reward for figuring this out but Jyuto tells him not to be so cocky because it is because of him he’s allowed to be out and about. After hanging up, Jyuto attempts to go back to his investigation and look up these relatives , but is told he has to go talk to the chief again. Without a choice, he enters the chief’s office.
Immediately on walking into the office, the chief tells him he needs his answer. Jyuto promptly refuses, saying that the chief’s claim has no credibility. The chief realizes from this that Jyuto has figured out their plan. As Jyuto turns to leave, police storm into the office. He is arrested.
Samatoki and Rio have followed the truck, ending up at a police station. Here they find people, carrying what Rio realizes to be C4, and installing on to the water tower (I believe one of those small ones on top of a building). They connect that the military and the police were in cahoots with each other. However Samatoki can’t understand why they’d bomb their own workplace. Rio shushes Samatoki when he hears people coming. Among them, they see Jyuto, realizing he has been captured by his own colleagues. Samatoki calls him an idiot.
Kubiki tells the Chief they will blow up the building at any time now. Jyuto is shocked at the insinuation of this. Kubiki asks about the guy (Jyuto) they have with them and the Chief says he’s a precaution in case their first plan fails. Kubiki warns him that the Major said they’re nor supposed to kill anyone, if possible. The Chief assures him it’s just restraint for the course of the operation. Kubiki hands the Chief a bomb detonator and tells him to set it off when he gets the call. Kubiki then announces he is moving on to the next location. Once he is gone, the Chief orders the police to tie Jyuto to the water tower. The Chief tells Jyuto that if this were a movie, he’d tell him his plan, but it’s real life he has no obligation to and he should curse his own foolishness. The Chief and the officers leave while Jyuto tries to struggle free. Jyuto resigns himself to death and accepts its futile…
Until Samatoki appears, poking fun at him, saying it looks like he’s in trouble. Rio asks if he’s okay. When Jyuto asks why they’re here, Samatoki says he has a sixth sense when his comrade is in danger. Rio releases Jyuto from his restraint. Jyuto thanks them both. Rio offers to take care of them bomb and for Samatoki and Jyuto to escape. Jyuto says that before they go, he needs to go somewhere, and Samatoki says whatever it is he needs to do, he’ll follow.
Switch to the Police Chief, fantasizing about their soon-to-be new regime, and being a Kirishi Soukan (Police Commissioner General). A police officer asks if he will be promoted and the Chief says that anyone who follows him will have position of power and he will not stand for those who disobey, like a certain idiot. On the other side of the wall, Jyuto can be heard telling him that he’ll show him who the real idiot is. Samatoki smashes the door open. Jyuto thanks him for all he just said. When the Chief asks him how he got out, he playfully repeats Samatoki’s comment about having a sixth sense and Samatoki playfully tells Jyuto not to provoke him. The Chief tells them it’s too late to stop the revolution because their plan has been set into motion, even if they take him down. With this, he tells him he’ll give him another chance to take a position in their new government. Jyuto declines his “tempting offer” and the Chief calls him an idiot. Jyuto isn’t bothered because he doesn’t believe a government would work being run by idiots like him. Him and Samatoki activate their microphones and beat them off scene.
The three of them meet up again. Rio has completed the bomb diffusing and Samatoki thanks him. They have learned now that the weapons were indeed provided to the police by high ranking police with relatives in the military. Rio states that a revolution would be impossible through the police alone. With this, Jyuto believes that the heads of each police station is likely working with the military. But they still do not understand why the police would be bombing their own stations. Rio makes a connection in his head and tells them they need to head to Chuuo Ward as quickly as they can and he will explain why on the way. They speed off.
Back in Nemu’s office, a Party of Words member reports to Nemu that there have been simultaneous terrorist attacks at police stations in the main divisions and have been taken over by members of the old military with firearms. Nemu wonders where they could have even gotten firearms… until she realizes who would provide weapons to the military and who would have the power to do so… The member asks her how they respond. Nemu knows their aim is likely to seize Chuuo Ward, but they need to reclaim the police stations before civilians get hurt. They decide to leave a minimal number of officers in Chuuo Ward and to respond to each location. Of the remaining officers, 20% in Chuuo Ward were to protect the main gate while the other 80% at the Justice Tower, which she claims that all would be lost if it were to be captured. When the member leaves, Nemu absolutely PISSED, curses and yells, asking how many more problems SHE needs to cause before she’s satisfied.
Cut to Kubiki informing the Major that Chuuo’s police have divided up to each police station. The Major tells Kubiki that they can set their plan into motion now. He says he is ready to return to a normal and fair world.
Nemu is extremely stressed. Ichijiku is away on business and unreachable, so she has to do something. While she is thinking, she hears a massive explosion along with panicking Party of Words officials. She urgently asks what the situation is and is informed that the army had blown up the main gate to Chuuo and is targeting the tower. Nemu tells them to prepare their mics and to make their way to the attackers.
MTC arrives at the rubble of the gate. Jyuto says it is just as Rio told them, and Rio said that if you deal with the outside first, the inside will be weakened and that’s why they have to rush. They agree they must hurry.
The Party of Words and the military cross paths and the Major calls out to Nemu. They both acknowledge each other as the leaders of each group. Nemu tells them to surrender, as they have already activated their microphones. The Major asks her which is faster, microphones or bullets She knows the answer but regardless, cannot let them take the tower. They both command their sides to start attacking until they are suddenly interrupted by Samatoki yelling for them to wait.
Nemu is caught off guard, seeing her brother, and the Major at Rio. Samatoki calls them out on their fighting, asking them how long they’ll keep doing this. He says that this will only bring more conflict. Nemu gets mad and says she is fighting to protect the peace but Samatoki snaps back that she is fighting using peace as an excuse. Nemu says if she doesn’t fight, the world will fall into chaos and become terrible again, so she can’t lose. The Major calls her out saying it’s their fault this is happening in the first place and the fact they persecuted the military. The Major says they must be taken down to create a normal world again. Jyuto calls out the Major saying that power gained through force would be no better than the Chuuo Ward. Rio tells the Major to stop but he reminds him of what he warned him when saying goodbye. Nemu tells MTC that if they interfere, she too will finish them off. Samatoki tells Jyuto and Rio to pull out their microphones.
*cue rap song* [song talks about fighting being useless, repeating cycle of violence, doing away with authority if it would do the world better, creating a new form of government, power is changing and that MTC will change history. Something along those lines]
The Major is unable to respond to Rio’s words and level of determination. Rio says that even though their methods are different, him, the Major, and Kubiki all want the same thing: world peace. The Major and Kubiki, while still thinking Rio’s views are naive and childish, hope he’s right and they can start a new world through peace.
Samatoki asks Nemu if she’s still going to attack and she says no, so he tells her to put the mic down. Jyuto doesn’t think the fighting will end after all that just happened. The Major asks Nemu what her next steps were, seeing as they had just caused massive amounts of destruction and danger. Nemu, instead of punishing them, apologizes deeply for the actions caused to them by the Party of Words. The Major says he wasn’t expecting that but will remember this apology. Nemu thanks him. The Major and his soldiers leave.
Samatoki asks Nemu if it’s really okay for her to let them leave after everything they just did. She says that she will use all her power of authority to cover up what just happened. MTC decides that they, seeing as they were also involved, should leave too then. While they are retreating, the three of them talk. Samatoki says that it’s impossible to change this country using violence. Jyuto says no matter how much power one gains in an organizations, you’re still far from ever being able to achieve peace. Rio says a revolution that relies on military power is useless. They all agree that they will fight for a world that doesn’t need to rely on violence, authority, and military power. And they will figure it out together.
Through the three of them, Samatoki thinks, they will find a way to stop all this fighting and bring change to the world. And they will change the world through the next… Division Rap Battle.
